As the new nation rapidly descended into bitter political conflict, many of the framers themselves, driven by their partisan interests, massaged the Electoral College into a form that differed profoundly from their founding intentions. Subsequent generations tinkered similarly with the systems' possibilities, always exploiting its potential for political gain.
Part III examines how our strange presidential election system has produced frustrating results with increasing frequency in recent elections. Who can forget the Bush-Gore contest of 2000, when the results hinged on "hanging chads" and fewer than 1,500 votes in Florida? Americans endured weeks of a single-state recount, only to have the Supreme Court halt the process and hand the election to George W. Bush. Bush won the Electoral College by a single vote, but Al Gore captured 500,000 more popular votes. Then, in 2016, Donald Trump stunned the world with a substantial Electoral College victory of 302-227, though nearly 3 million more Americans preferred his opponent, and roughly 7 million voted for a third-party candidate.The system increasingly returns results that conflict with the expressed wishes of a majority of voters, a product of our hyper-polarized landscape and unique geopolitical distribution of party loyalists.
The system cannot improve until we learn the complicated history of the Electoral College and the lessons it holds for us today.

This brief investigates distributed medium access control (MAC) with QoS provisioning for both single- and multi-hop wireless networks including wireless local area networks (WLANs), wireless ad hoc networks, and wireless mesh networks. For WLANs, an efficient MAC scheme and a call admission control algorithm are presented to provide guaranteed QoS for voice traffic and, at the same time, increase the voice capacity significantly compared with the current WLAN standard. In addition, a novel token-based scheduling scheme is proposed to provide great flexibility and facility to the network service provider for service class management.Also proposed is a novel busy-tone based distributed MAC scheme for wireless ad hoc networks and a collision-free MAC scheme for wireless mesh networks, respectively, taking the different network characteristics into consideration. The proposed schemes enhance the QoS provisioning capability to real-time traffic and, at the same time, significantly improve the system throughput and fairness performance for data traffic, as compared with the most popular IEEE 802.11 MAC scheme.

In Drawing the Past, Volume 2: Comics and the Historical Imagination in the World, contributors seek to examine the many ways in which history worldwide has been explored and (re)represented through comics and how history is a complex construction of imagination, reality, and manipulation. Through a close analysis of such works as V for Vendetta, Maus, and Persepolis, this volume contends that comics are a form of mediation between sources (both primary and secondary) and the reader. Historical comics are not drawn from memory but offer a nonliteral interpretation of an object (re)constructed in the creator's mind. Indeed, when it comes to history, stretching the limits of the imagination only serves to aid in our understanding of the past and, through that understanding, shape ourselves and our futures.
This volume, the second in a two-volume series, is divided into three sections: History and Form, Historical Trauma, and Mythic Histories. The first section considers the relationship between history and the comic book form. The second section engages academic scholarship on comics that has recurring interest in the representation of war and trauma. The final section looks at mythic histories that consciously play with events that did not occur but nonetheless inflect our understanding of history. Contributors to the volume also explore questions of diversity and relationality, addressing differences between nations and the cultural, historical, and economic threads that bind them together, however loosely, and however much those bonds might chafe.
Together, both volumes bring together a range of different approaches to diverse material and feature remarkable scholars from all over the world.
