Decentralization reforms introduced to Africa in the 1990s have not always delivered the intended long-term outcomes. This is a collection on the consequences of these reforms two decades on. In addition to general and comparative overviews, the book contains case studies on Ghana, Senegal, Zimbabwe, Namibia, Ethiopia, and Uganda. The common theme across the chapters is that the reforms seem to have engendered political consequences beyond decentralization itself - mostly through interaction with the broader historical, political, social, and economic context. The book thus speaks both to the scholarly literature (on decentralization, democratization, and development) and to the community of development practitioners.

Most of the literature on decentralization and development emphasizes questions of institutional design and policy, but here the harder-to-pin-down political patterns marking the workings of decentralization are the main focus of analysis. The debates on development, through the case studies, are connected to the scholarly literatures on comparative federalism, comparative decentralization, and local democracy.
The main conclusion that emerges from the studies in the book is that no magic formula that can turn countries into peaceful, stable, and prosperous democracies overnight exists. Furthermore, there are risks involved in importing formal institutions without regard to the local historical, political, social, and economic context.
The chapters of this book were originally published as a special issue in Regional and Federal Studies.

Originally published in 1968, Richard Chapman's pioneering work illuminates the process of decision making by analysis of a particular example: the decision to raise the Bank Rate in September, 1957. The legal responsibility for a decision may be easy to pinpoint; in this case the Court of Directors of the Bank of England bear this but six weeks of negotiation separate their formal statement from the Chancellor of the Exchequer's advice to the Treasury to consider effecting 'a measure of deflation in the economy'. These six weeks of consultation between the Bank and the Treasury proceeding in 'the pattern of a formal dance' are analysed and a necessary by-product of this case-study is a closer understanding of how the Treasury and the Bank of England work together. These details are derived mainly from the evidence, and deductions from it, presented to the Bank Rate Tribunal and the Radcliffe Committee on the Working of the Monetary System.

Professor Chapman gives his particular findings about decision making a wider application still by forming reasoned hypotheses and informed generalisations about public administration in Britain.

The Department of Defense (DoD) continues to make significant progress toward achieving the goals of the Energy Policy Act of 2005 (EPAct 2005) and Executive Order (EO) 13423, Strengthening Federal Environmental, Energy, and Transportation Management. The DOD Energy Program initiatives include energy awareness efforts, energy manager training, audit programs, procurement of energy efficient products, and the use of sustainable design in new construction and major renovation. Other contributing factors include integrated energy planning, enhanced use of renewable energy, demonstration of innovative technologies, and the use of Energy Savings Performance Contracts (ESPC) and Utility Energy Service Contracts (UESC). DOD is responding to EPAct 2005 and EO 13423. Combined, these mandates established a new energy baseline (2003), increased the annual reduction requirement to 3 percent per year, increased the percentage of renewable energy required (7.5 percent by 2013), increased energy efficiency of new construction to 30 percent below the current standard, and required metering electricity consumption of all facilities. Through Fiscal Year (FY) 2007, the Department of Defense achieved a 10.1 percent decrease in goal facility energy consumption (as measured on a British Thermal Units (Btu) per gross square foot (GSF) basis tu/GSF) as compared to the revised 2003 baseline. The Department of the Army determined that the square footage was over reported in 2003, compared to data contained in the real property database. Therefore, this book contains a significantly revised baseline, which raises the previously reported Btu/GSF from 113,510 to 116,134. At the end of FY 2007 the Department has 1.95 billion square feet of facilities and spent $3.4 billion on facility energy. DoD spent $9.5 billion on non-fleet vehicles and other equipment - such as auto gasoline, LPG-Propane, Aviation Gasoline, jet fuel and Navy-special fuel. DOD continues to make progress in installing renewable energy technologies and purchasing electricity generated from renewable sources (solar, wind, geothermal, and biomass) when life cycle cost-effective. The National Defence Authorization Act of 2007 codified a 2005 DOD goal to produce or procure renewable energy equivalent to 25 percent of facility electrical consumption. The total renewable energy that the Department produced or procured in FY 2007 amounted to 12,054 trillion Btu and represents 11.9 percent of the facility electrical consumption. For FY 2007, the Department of Energy revised the guidance for compliance with the renewable energy requirements of EPAct 2005 and EO 13423, allowing only renewable electricity. Under this revised guidance, DoD achieved 5.5 percent total and 3.3 percent new renewable energy, well exceeding the goals of 3 percent and 1.5 percent respectively.

Critiques are beginning to accept and valorise that international interventions will continuously fail to produce sensitive results. The earlier frustrations with unexpected setbacks, errors or contingencies are ebbing away. Instead, critiques normalise the failure to promote stability and peace.

Presidents have long invoked electoral mandates to justify the use of executive power. In Delivering the People's Message, Julia R. Azari draws on an original dataset of more than 1,500 presidential communications, as well as primary documents from six presidential libraries, to systematically examine choices made by presidents ranging from Herbert Hoover in 1928 to Barack Obama during his 2008 election. Azari argues that Ronald Reagan's election in 1980 marked a shift from the modern presidency formed by Franklin Delano Roosevelt to what she identifies as a more partisan era for the presidency. This partisan model is a form of governance in which the president appears to require a popular mandate in order to manage unruly and deeply contrary elements within his own party and succeed in the face of staunch resistance from the opposition party.

Azari finds that when the presidency enjoys high public esteem and party polarization is low, mandate rhetoric is less frequent and employs broad themes. By contrast, presidents turn to mandate rhetoric when the office loses legitimacy, as in the wake of Watergate and Vietnam and during periods of intense polarization. In the twenty-first century, these two factors have converged. As a result, presidents rely on mandate rhetoric to defend their choices to supporters and critics alike, simultaneously creating unrealistic expectations about the electoral promises they will be able to fulfill.
