The problem of how to treat the mentally handicapped attracted much attention from American reformers in the first half of the twentieth century. In this book, Steven Noll traces the history and development of institutions for the 'feeble-minded' in the South between 1900 and 1940. He examines the influences of gender, race, and class in the institutionalization process and relates policies in the South to those in the North and Midwest, regions that had established similar institutions much earlier. At the center of the story is the debate between the humanitarians, who advocated institutionalization as a way of protecting and ministering to the mentally deficient, and public policy adherents, who were primarily interested in controlling and isolating perceived deviants. According to Noll, these conflicting ideologies meant that most southern institutions were founded without a clear mission or an understanding of their relationship to southern society at large. Noll creates a vivid portrait of life and work within institutions throughout the South and the impact of institutionalization on patients and their families. He also examines the composition of the population labeled feeble-minded and demonstrates a relationship between demographic variables and institutional placement, including their effect on the determination of a patient's degree of disability.

The inadequacy of current contraceptive technologies is indicated by recent data s- gesting that the contraceptive needs of over 120 million couples go unmet every year. As a direct consequence of this de?cit 38% of pregnancies are unplanned and more than 50% end in an abortion, generating a total of 46 million abortions per annum particularly among teenagers. If safe, effective contraceptives were ava- able to every couple experiencing an unmet family planning need, 1. 5 million lives would be saved each year (UNFPA 2003). Progress in contraceptive technology should not only generate more effective methods of regulating fertility, but should also provide a range of methods to meet the changing needs of the world's population. Contraceptive practice was revo- tionized in 1960 in the US and 1961 in Europe by the introduction of the oral contraceptive pill by Gregory Pincus, MC Chang and colleagues, based on fun- mental hormone research conducted in Germany.

Young, Jr., who chastised social workers for their waning interest in advocacy for marginalized populations and encouraged them to become politically active.
Carten examines the evolution of the School within the context of changes in US social welfare policy, CSWE accrediting standards, and NASW Code of Ethics. Highly readable, the book brings to light the under-reported contributions of HBCU social work programs to social work education, and it thoughtfully engages with the School's efforts to legitimize the Afrocentric perspective and the humanistic values embraced by HBCU social work programs.
