Evidence gathered by donors, NGOs and academics demonstrates how advocacy and campaigning can reconfigure power relations and transform governance structures at the local and global levels. In the rush to go global or stay local, however, the national policy sphere was recently neglected. Today, there is growing recognition of the key role of champions of change inside national governments, and the potential of their engagement with citizen activists outside. These advances demand a better understanding of how national and local actors can combine approaches to simultaneously work the levers of change, and how their successes relate to actors and institutions at the international level.
This book brings together eight studies of successful cases of citizen activism for national policy changes in South Africa, Morocco, Brazil, Chile, Mexico, Turkey, India and the Philippines. They detail the dynamics and strategies that have led to the introduction, change or effective implementation of policies responding to a range of rights deficits. Drawing on influential social science theory about how political and social change occurs, the book brings new empirical insights to bear on it, both challenging and enriching current understandings.

The book journeys through the heat and dust of these extraordinary campaigns, drawing from a repertoire of field reports and interviews to reflect on the significance of this 'experiment' on deepening democracy in India. In particular, it analyses the methodology of the campaigns and posits that this itself became an extraordinary exercise in democratic practice, indicating the shape that deliberation and dialogic practices could actually take on the field. As the campaigns moved from district to district, through their street plays, posters, pamphlets, jagrut yatras, candidate-voter dialogues, rehearsals of voting procedures, setting up of information booths, and participatory workshops for newly elected representatives, a new dialogical experiment was born and shaped. By examining these campaigns, this book emphasises the idea that governance is not just the business of central (federal) governments but also of citizens outside the formal institutions of governance, without whose active participation democracy cannot be deepened.

This book is the first comprehensive examination of the citizenship regimes of the new states that emerged out of the break up of Yugoslavia. It covers both the states that emerged out of the initial disintegration across 1991 and 1992 (Slovenia, Croatia, Bosnia-Herzegovina, the Federal Republic of Yugoslavia and Macedonia), as well as those that have been formed recently through subsequent partitions (Serbia, Montenegro and Kosovo). While citizenship has often been used as a tool of ethnic engineering to reinforce the position of the titular majority in many states, in other cases citizenship laws and practices have been liberalised as part of a wider political settlement intended to include minority communities more effectively in the political process. Meanwhile, frequent (re)definitions of these increasingly overlapping regimes still provoke conflicts among post-Yugoslav states.

This volume shows how important it is for the field of citizenship studies to take into account the main changes in and varieties of citizenship regimes in the post-Yugoslav states, as a particular case of new state citizenship. At the same time, it seeks to show scholars of (post) Yugoslavia and the wider Balkans that the Yugoslav crisis, disintegration and wars as well as the current functioning of the new and old Balkan states, together with the process of their integration into the EU, cannot be fully understood without a deeper understanding of their citizenship regimes.
This book was originally published as a special issue of Citizenship Studies.

At the turn of the twentieth century, the print media in India was highly developed and very active in the country's liberation struggle. Hence South Asian migrants who came to Kenya were well aware of the importance of the press in advancing the anti-colonial campaign. The first Indian-owned newspaper in Kenya was the African Standard which Alibhai Mulla Jeevanjee established in 1901 in his fight for equal rights. That paper continues to serve Kenyans today as The Standard.

Nationalist Indians started several newspapers but were dogged by financial constraints, a factor used by the colonial authorities to close down the publications. The Indian-owned newspapers were bi-lingual and always had a section in English; thus exposing the colonial injustices they berated to both a national as well as international audience - a major, major vexation to the colonial authorities. In addition the Indians made their printing presses available to African journalists and editors who were barred, by a colonial law, from establishing their own.
The editor of the Colonial Times, G L Vidyarthi, was the first Kenyan to be jailed, in 1945, for sedition - his family today continues to be involved in the printing industry. After independence in 1963, the media scene greatly expanded and South Asian journalists ventured into print, photo, radio and TV. They played a vital role in presenting an Afro-centric, as opposed to a hitherto Euro-centric and colonial, view of Kenya and the continent. This was particularly so in the first decade of uhuru when African journalists were still finding their footing.
The South Asian journalists were on friendly terms with the Africans and at ease visiting their areas of work and residence. This access made it possible for them to report on the most relevant and up-to-date information and photo opportunities that were 'out of bounds' to their white competitors/colleagues.
However, the growing anti-Asian sentiments in Kenya and Idi Amin's expulsion of the Asians in Uganda in 1972 had a destabilizing effect on the community; and by the 1980s most of the South Asian journalists had emigrated to 'safer' pastures. The author was able to contact over sixty of them, including families of the deceased journalists, and collect their self-penned stories to present a fascinating and informative panorama of South Asian journalism in the 20th century.

Ultimately it asks if the building bricks of national citizenship can be transposed to the transnational scale, and assist in creating the transnational, EU citizenship. It finds, surprisingly, that far from encouraging and facilitating the communicative interaction on which the development of EU citizenship was postulated, central features of the Erasmus Programme inadvertently work against this outcome.
This book will be of key interest to scholars and students of EU law and European and EU studies, Citizenship Studies, sociology, and more broadly to higher education in general.

This text critically examines the belief that the EU not only has an impact on the international system but also a 'normative', 'civilian' and 'civilizing' power. The contributors question whether this assertion fits with the empirical record or is merely based on anecdotal evidence and whether there is a theoretical basis for the expectation of a 'normative' or 'civilizing' power. Moving the research agenda forward, the book establishes criteria and assessment standards for examining the EU's international role and its putative normative dimension. Such an endeavour is particularly important against the backdrop of recent developments in European security and defence. The acquisition of military means, or the EU's ambition to acquire such means, might weaken at least the argument that the EU is a 'civilian' power and could provoke a shift towards a policy more akin to traditional 'great powers.'

This book was previously published as a special issue of the Journal of European Public Policy.
