Strong states and strong civil societies are now increasingly hailed as the twin drivers of a 'rising Africa'. Current attempts to support growth and democracy are part of a longer history of promoting projects of disciplinary, regulatory and liberal rule and values beyond 'the West'. Yet this is not simply Western domination of a passive continent. Such an interpretation misses out on the complexities and nuances of the politics of state-building and civil society promotion, and the central role of African agency.
Drawing upon critical theory, including postcolonial and governmentality approaches, this book interrogates international practices of state-building and civil society support in Africa. It seeks to develop a theoretically informed critical approach to discourses and interventions such as those associated with broadly 'Western' initiatives in Africa. In doing so, the book highlights the power relations, inequalities, coercion and violence that are deeply implicated within contemporary international interventions on the African continent. Providing a range of empirical cases and theoretical approaches, the chapters are united by their critical treatment of political dynamics in Africa.
This book will be of interest to students and scholars of African politics, development studies, postcolonial theory, International Relations, international political economy and peacekeeping/making.

Dan Webb explores an undervalued topic in the formal discipline of Political Theory (and political science, more broadly): the urban as a level of political analysis and political struggles in urban space. Because the city and urban space is so prominent in other critical disciplines, most notably, geography and sociology, a driving question of the book is: what kind of distinct contribution can political theory make to the already existing critical urban literature? The answer is to be found in what Webb calls the "properly political" approach to understanding political conflict as developed in the work of thinkers like Chantal Mouffe, Jodi Dean, and Slavoj Žižek. This "properly political" analysis is contrasted with and a curative to the predominant "ethical" or "post-political" understanding of the urban found in so much of the geographical and sociological critical urban theory literature. In order to illustrate this primary theoretical argument of the book, Webb suggests that "common property" is the most useful category for conceiving the city as a site of the "properly political." When the city and urban space are framed within this theoretical framework, critical urbanists are provided a powerful tool for understanding urban political struggles, in particular, anti-gentrification movements in the inner city.

This book presents some of the results from the second stage of lEA's study of Computers in Education (CompEd). lEA, the International Association for the Evaluation of Educational Achievement, conducts international comparative studies focussing on educational achievement, practices, and policies in various countries and education systems around the world. It has a Secretariat located in Amsterdam, the Netherlands. lEA studies have reported on a wide range of topics, each contributing to a deeper understanding of educational processes. The CompEd study is a project that sheds light on the way computers have been introduced in education and on how they are being used across the world today. The study proceeded in two stages with data collected for stage 1 in 1989 and for stage 2 in 1992. Results from both stages have been published in a variety of publications. This book reports about a special part of the study. Student achievement and school processes come into being in the context of the structure and the policies of national (or regional) education systems. The variety found in the CompEd results led us to ask how much might be explained by differences in these national or regional contexts. That is the reason the CompEd study took the initiative to invite the countries participating in the study, as well as some other countries that have had interesting developments in the domain of educational computers, to write a chapter describing their policies and practices regarding computers in education.

In this provocative interpretation of New Deal diplomacy, Howard Jablon challenges the view that the State Department was wiser and more expert at international maneuver than was President Franklin D. Roosevelt in the early years of his presidency. These were years of growing world tension, with the preliminary shots of World War II being fired as Japan took over Manchuria, Italy made Ethiopia an extension of its new Roman Empire, and all the European great powers tried out their new weaponry in Spain. The author argues that the department's advice in this period actually led to unfortunate decisions which later had a considerable impact on events leading to World War II.
Former Secretary of State Cordell Hull wrote in his memoirs that the United States was at the "oriental crossroads of decision" in 1934. Hull and his colleagues in the State Department did not suggest blocking the Japanese. Instead, they recommended continuing the ineffective nonrecognition policy. Consequently, the roads taken by American diplomacy at this and other junctures were equally unfortunate.
To date no one has criticized the influence of the State Department on New Deal diplomacy. Crossroads of Decision represents a timely and important contribution to our understanding of both the State Department and foreign policy in this interwar period of rapid change, when diplomatic courses were set that allowed for no turning back.

Crowdsourcing is a term that was coined in 2006 to describe how the commercial sector was beginning to outsource problems or tasks to the public through an open call for solutions over the internet or social media. Crowdsourcing works to generate new ideas or develop innovative solutions to problems by drawing on the wisdom of the many rather than the few. US local government experimented with rudimentary crowdsourcing strategies as early as 1989, but in the last few years local, state, and federal government have increasingly turned to crowdsourcing to enhance citizen participation in problem solving, setting priorities, and decision making. While crowdsourcing in the public sector holds much promise and is part of a larger movement toward more citizen participation in democratic government, many challenges, especially legal and ethical issues, need to be addressed to successfully adapt it for use in the public sector.
Daren C. Brabham has been at the forefront of the academic study of crowdsourcing. This book includes extensive interviews with public and private sector managers who have used crowdsourcing. Brabham concludes with a list of the top ten best practices for public managers.

As the administrative centers of the eastern Mediterranean collapsed c. 1177 BCE administrative writing systems went with them. Cypro-Minoan remained in use, presaging the spread of the Phoenician alphabet. This Element explores the role of writing and trade during the collapse period and introduces readers to the Cypro-Minoan script, its history, and approaches to its decipherment, showing that writers of an undeciphered script can still communicate when we take the care to look for them.
