On 31 December 2001, Venezuela's prefectures were finally abolished. The prefectures were institutions regulated by a law that was unconstitutional, unjust and immoral: the vagrancy law. This was a legal framework which authorised prefects to arrest and detain people for up to seventy-two hours, or have them interned indefinitely and without sentencing in abhorrent prison camps.
This law had been inherited from Venezuela's last dictatorship, that of General Marcos Pérez Jiménez, which had copied it, almost to the letter, from another enforced in Spain under the dictatorship of Franco. Under its terms, anyone with no known occupation could be considered a vagrant, and so be subject to sanction by the prefects. Homosexuals were also placed in this category.
Inexplicably, even though the judicial and ethical underpinnings of the law bordered on the absurd, it remained in full force, and the civil servants working within its remit had no authority to refuse to enforce it. As long as it remained in operation, prefects were required to respect it, comply with it, and ensure the public's compliance.
As luck - or misfortune - would have it, I was one of the last of those prefects. These are my memories of some of the most surprising cases I had to contend with.

Originally published in 1968, this book deals with the process of public legislation in modern Britain at the time, not in terms of constitutional formulae, but by a realistic appraisal of the relationships between the political institutions and forces which gave the process its shape. It concentrates particularly on the procedures and conventions which operated at the preparatory stages of legislation, and established that legislation was almost exclusively a governmental function, Parliament playing only a minor role. It is particularly concerned to stress the extent to which consultation by the government with pressure groups was now a major feature of the legislative process, and concludes that subordinate departmental legislation, developed as a result of collaboration between pressure groups and Civil Servants, was the most characteristic and important stage of the legislative process in Britain.
The book brought together the conclusions of recent scholarship in this field, and the result is a balanced perspective of an important decision-making process of British government at the time. Today it can be read in its historical context.

This book undertakes to show how the exercise of reading Tolstoy's "The Death of Ivan Ilyich" involves articulating for ourselves, as readers, what it means to liberate life through death. What Tolstoy's short story shows us, the author argues, is that life can be truly liberated through death only when we see that death is neither a supernatural event nor a natural end but involves a work of love. In Part 1 of his study, the author addresses the common assumptions that give rise to the idea that religious and secular views of life and death are opposed in modernity. He also examines the history of values that Tolstoy's story embodies. In Part 2, he analyses the life and death of Ivan Ilyich in order to show that the values that are embedded in Tolstoy's story are at once religious and secular.

Karl Marx belongs to the ranks of those philosophical and sociological thinkers who throw potent thought-ferment into the world, and set in motion the masses of mankind.
