It argues that research on democracy and population health should take measurement challenges seriously; recognize that many aspects of democracy, not just competitive elections, can affect population health; acknowledge that democracy's impact on population health will be large or small, and beneficial or harmful, depending on circumstances; and identify the relevant circumstances by combining the quantitative analysis of many cases with the qualitative study of a few cases.

Im 20. Jahrhundert waren Kriege für die europäischen Mächte nichts Neues, insbesondere wenn es darum ging, sich gegenseitig zu bekämpfen. Konflikte waren auf dem europäischen Kontinent seit über zwei Jahrtausenden ein fester Bestandteil. Selbst nachdem die napoleonischen Kriege Europa im 19. Jahrhundert fast 20 Jahre lang in einen groß angelegten Krieg verwickelt hatten, ging der Imperialismus der Europäer unvermindert weiter. Es bedurfte erst der verheerenden Folgen des Ersten Weltkriegs, um Europa zu erschüttern und die Großmächte der Welt von ihren imperialistischen Tendenzen abzubringen.
Nachdem Napoleon und die Franzosen 1815 von einer Koalition europäischer Nationen endgültig besiegt worden waren, unternahm Europa seinen ernsthaftesten Versuch, Frieden auf dem Kontinent zu schaffen. Noch bevor die Kämpfe beendet waren, trafen sich die meisten europäischen Großmächte in Wien und richteten 1814 einen Kongress ein. Zwischen der Koalition und den besiegten Franzosen wurde eine Reihe von Vereinbarungen zur Beendigung der Kämpfe getroffen.
Die Europäer machten jedoch weiter wie bisher und verbrachten einen Großteil des 19. Jahrhunderts damit, in der ganzen Welt Imperialismus zu betreiben. Die natürliche Reaktion der europäischen Nationen bestand darin, Bündnisse zu schließen, um zumindest ein Gleichgewicht der Kräfte aufrechtzuerhalten. Im Jahr 1873 schloss der deutsche Kanzler Otto van Bismarck ein Bündnis mit dem Despoten von Österreich-Ungarn und dem russischen Zaren. Die Franzosen schlossen Bündnisse mit Großbritannien und Russland, das sein früheres Bündnis aufgrund der Spannungen, die durch Österreich-Ungarns Intervention auf dem Balkan entstanden waren, verlassen hatte. Zu diesem Zeitpunkt hatte sich Italien dem deutschen Bündnis angeschlossen.
Obwohl im 19. Jahrhundert auf dem europäischen Kontinent einige Kriege geführt wurden, herrschte nach Napoleon für den größten Teil des 19. Jahrhunderts auf dem Kontinent ein unruhiger Frieden. Trotz dieses vermeintlichen Friedens lieferten sich die Europäer, insbesondere Deutschland und Großbritannien, ein ständiges Wettrüsten. Großbritannien war jahrhundertelang die führende Seemacht der Welt gewesen, doch Deutschland hoffte, sich die Vormachtstellung auf dem Seeweg zu sichern. In den zehn Jahren vor Kriegsbeginn beteiligte sich auch das übrige Europa an diesem Wettrüsten.
Da Europa einen möglichen Krieg erwartete, fehlte nur noch ein Flächenbrand. Dieser begann 1908, als Österreich-Ungarn Bosnien-Herzegowina auf der Balkanhalbinsel annektierte und damit in einen Streit mit Russland verwickelte. Außerdem verärgerte dies das benachbarte Serbien, das eine unabhängige Nation war. Von 1912 bis 1913 wurde auf dem Balkan ein Konflikt zwischen der Balkanliga und dem Osmanischen Reich ausgetragen, der zu einer Schwächung der osmanischen Türken führte. Nach dem Ersten Balkankrieg kam es Monate später zu einem zweiten Krieg zwischen den Mitgliedern des Balkanbundes selbst.
Den endgültigen Ausschlag gab der 28. Juni 1914, als ein Serbe in Sarajevo (Bosnien) ein Attentat auf Erzherzog Franz Ferdinand, den Thronfolger Österreich-Ungarns, verübte. Österreich-Ungarn stellte sofort ein Ultimatum an Serbien. Als sie Serbien am 28. Juli 1914 den Krieg erklärten, mobilisierte auch Russland für den Krieg. Als Antwort auf Russland machten die Deutschen am 30. Juli mobil, und die Franzosen, die noch unter den Folgen des Deutsch-Französischen Krieges litten, zogen in den Krieg gegen Deutschland. Am 4. August erklärten auch die Briten Deutschland den Krieg, so dass innerhalb einer Woche sechs Nationen den Krieg erklärt hatten, von denen die Hälfte kein Interesse am Balkan hatte.

Als sich der Nebel auflöste, bot sich ein beängstigender Anblick: Die Masse der furchterregenden Gestalten, die von Kopf bis Fuß in glänzende Rüstungen gekleidet waren, hätte jedem den Atem rauben können. Einige von ihnen saßen auf den Rücken prächtiger Hengste, andere lehnten sich mit hängenden Schultern vor, bereit zum Angriff. Mit einer raschen Bewegung zogen die Männer ihre Schwerter und hoben sie über ihre Köpfe, wobei ihre Waffen aufblitzten, als das Sonnenlicht auf der Klinge reflektiert wurde.
Für das ungeübte Auge scheinen diese Krieger in normannisch inspirierter Ausrüstung zu den Truppen der Kreuzzüge zu gehören, aber das schwarze Kreuz auf ihrer Brust und ihren Schilden verrät sie. Bei diesen Männern handelt es sich um keine anderen als die legendären Deutschordensritter. Die Ritter des Deutschen Ordens wurden mit dem unwirklichen Wesen verglichen, das dem biblischen Hesekiel erschien und zwei Gesichter hatte - das eines Menschen und das eines Löwen. Es heißt, dass die menschliche Seite der Kreatur die Nächstenliebe des Ordens symbolisierte, während der Löwe eine Metapher für ihren Mut und ihre Tapferkeit war, auf die sie sich verließen, um die Heiden der Welt zu besiegen.
Wie bei anderen Geheimbünden hat das Geheimnis, das den Deutschen Orden umgibt, dazu beigetragen, dass sein Erbe fortbesteht. Während einige Verschwörungstheoretiker versuchen, die Gruppe mit anderen angeblichen Geheimbünden wie den Illuminaten in Verbindung zu bringen, haben andere Gruppen versucht, Verbindungen zum Deutschen Orden zu behaupten, um ihre eigene Glaubwürdigkeit zu untermauern. This book's original framework for the progressive interpretation of Article 5 identifies and addresses gaps in the protection of vulnerable groups of detainees, including in areas of growing concern across the European human rights space. These include individuals held pre-trial, as children, in immigration detention, following protest, or as a result of their political dissent or human rights activism. The volume outlines the normative justifications for an evolutive approach to Article 5 and elaborates how a dynamic interpretation could be enacted in practice, including by reference to original interview data and insights from European Court of Human Rights judges.

Die Weimarer Zeit war jedoch Ausdruck einer Reihe von Tendenzen und Brüchen in der deutschen Gesellschaft wie auch in der internationalen Gemeinschaft. Die Weimarer Republik war ein Gefangener der Ereignisse und hatte auf lange Sicht wenig Macht, sie zu gestalten. Historiker interpretieren die Vergangenheit gerne als ein Spannungsverhältnis zwischen menschlichem Handeln, d.h. Entscheidungsfindung, und strukturellen Entwicklungen, die sich individuellen Entscheidungen entziehen. Diese beiden Interpretationen sind für die Untersuchung der turbulenten Jahre der Weimarer Republik von entscheidender Bedeutung.
Die frühen 1930er Jahre waren für die deutsche Politik eine stürmische Zeit, selbst im Vergleich zum anhaltenden Übergang in die Moderne, der im Rest der Welt verschiedene Formen von Chaos verursachte. In den Vereinigten Staaten trugen das Festhalten am überholten Goldstandard und eine absurd sparsame Geldpolitik zur Großen Depression bei. In der Zwischenzeit begann das japanische Kaiserreich mit der Invasion der Mandschurei sein letztlich fatales Abenteurertum und entfremdete mit seinen Gräueltaten den Rest der Welt. Ungefähr zur gleichen Zeit begann Gandhi mit seinen Bemühungen um die friedliche Unabhängigkeit Indiens durch gewaltlose Proteste gegen die Briten.
In Deutschland wurde jedoch die stärkste Saat für die künftige Tragödie gesät. Die sich abmühende Weimarer Republik war zu einem Nährboden für extremistische Politik geworden, darunter zwei gegensätzliche und mächtige autoritäre Gruppierungen: die rechtsgerichteten Nationalsozialisten und die linksgerichtete Kommunistische Partei KPD. Zu Beginn der 1930er Jahre hielten sich diese beiden totalitären Gruppen gegenseitig in einer vorübergehenden Pattsituation, so dass das zerbrechliche Gespenst der Demokratie noch ein paar Jahre lang ein weitgehend illusorisches Überleben führen konnte.
Diese Pattsituation wurde in einer bitterkalten Nacht Ende Februar 1933 auf dramatische Weise durchbrochen, und es waren die Nazis, die als entscheidende Sieger hervorgingen. Ein einziger Brandanschlag auf das berühmte Reichstagsgebäude erwies sich als Katalysator, der Adolf Hitler zum Sieg bei den Wahlen im März 1933 verhalf und die deutsche Nation unwiderruflich auf den Weg in den Zweiten Weltkrieg brachte. Dieser Krieg sollte einen Großteil der Welt in einen existenziellen Kampf stürzen, der letztlich schätzungsweise 60 Millionen Menschen das Leben kostete.
