Ethnography, the "conqueror's gift," gave Romans structured ways of finding a place for foreigners in the imperial worldview and helped justify imperial action affecting them. In Late Antiquity, Christianity revolutionized the imperial ethnographic infrastructure by altering old concepts and introducing credal models of community. The Bible became a source for organizing the Roman world. At the same time, many previously unseen collective identities emerged across Western Eurasia in reaction to the diminution of Roman power. These changes deeply affected the Empire's ethnographic infrastructure and vision of the world. Maas argues that a major consequence of these developments was the beginning of a sectarian age, as individuals and political communities came to identify themselves primarily in terms of religion as well as ethnicity. As they adjusted to changing ethnographic realities, Romans understood their place among the peoples of the world in new ways. Willingly or not, we continue to be recipients of the conqueror's gift today.

Among the poorest and least developed regions in the world, sub-Saharan Africa has long faced a heavy burden of disease, with malaria, tuberculosis, and, more recently, HIV being among the most prominent contributors to that burden. Yet in most parts of Africa-and especially in those areas with the greatest health care needs-the data available to health planners to better understand and address these problems are extremely limited. The vast majority of Africans are born and will die without being recorded in any document or spearing in official statistics. With few exceptions, African countries have no civil registration systems in place and hence are unable to continuously generate vital statistics or to provide systematic information on patterns of cause of death, relying instead on periodic household-level surveys or intense and continuous monitoring of small demographic surveillance sites to provide a partial epidemiological and demographic profile of the population. In 1991 the Committee on Population of the National Academy of Sciences organized a workshop on the epidemiological transition in developing countries. The workshop brought together medical experts, epidemiologists, demographers, and other social scientists involved in research on the epidemiological transition in developing countries to discuss the nature of the ongoing transition, identify the most important contributors to the overall burden of disease, and discuss how such information could be used to assist policy makers in those countries to establish priorities with respect to the prevention and management of the main causes of ill health. This report summarizes the presentations and discussions from a workshop convened in October 2011 that featured invited speakers on the topic of epidemiological transition in sub-Saharan Africa. The workshop was organized by a National Research Council panel of experts in various aspects of the study of epidemiological transition and of sub-Saharan data sources. The Continuing Epidemiological Transition in Sub-Saharan Africa serves as a factual summary of what occurred at the workshop in October 2011.

He also pays particular attention to the role of the social sciences in transforming the old anti-Communist crusades into respectable international organizations that promoted progressive and democratic ideals, but did not threaten the strategic and economic goals of Western governments and businesses.Guilhot's purpose is not to disqualify democracy promotion as a conspiratorial activity. Rather he offers new perspectives on the roles of various transnational human rights institutions and the policies they promote. Ultimately, his work proposes a new model for understanding the international politics of legitimate democratic order and the relation between popular resistance to globalization and the "Washington Consensus."

Liberal democracy is usually treated as an independent variable, as possessing the absolutes of democratic rule. Its variable forms, changing principles and practice, and conscious destruction by its own advocates, in particular the United States, however, suggest that it is not what it appears to be. This book argues that it is a dependent variable, the political form required by the changing configurations of national capital and their countervailing forces. The forms of liberal democracy have always shifted in concert with the mode of production as their premise.
The absolutes of liberal democracy, the author contends, have never been anything but the abstracted principles of the marketplace. Their nature has now become especially visible for what they have been because the premise as national capital development has changed, leaving liberal democracy as a form without its original content, and its present content out of keeping with a national jurisdiction. As a political form, it persists, but its role has been transformed from the regulation of national capital accumulation to the enforcer of the demands of global configurations of capital.
It is a role that its citizens implicitly understand, as revealed in widespread political cynicism, decreasing electoral participation, and declining legitimacy that require ever greater measures of deceit from political leaders and increased means of coercive social control, including militarized police forces and pervasive electronic surveillance. There can be no going back to the stage of national politics because the neoliberal content of liberal democratic policies represents the necessities of global capital. And it is the contradictions of global capital that define the character of early 21st century political conflict.

This is a striking, original portrait of the Chinese Six Companies (Zhonghua huiguan), or Chinese Consolidated Benevolent Association, the most prominent support organization for Chinese immigrants in the U.S. in the late nineteenth century. As a federation of "native-place associations" (huiguan) in California, the Six Companies responded to racist acts and legislation by organizing immigrant communities and employing effective diplomatic strategies against exclusion. Yucheng Qin substantiates recent arguments that Chinese immigrants were resourceful in fighting for their rights and, more importantly, he argues that through the Six Companies they created a political rhetoric and civic agenda that were then officially adopted by Qing court officials, who at first were unprepared for modern diplomacy.
