Nimmt man hinzu, dass nach der Rechtsprechung Gnadenentscheidungen nicht justiziabel sein sollen, stellt sich die Frage nach der Berechtigung von Gnade im Verfassungsstaat des Grundgesetzes erneut und verstärkt.
