Thus Vespasian found himself in the right place at the right time commanding a vast battle-hardened victorious army as the empire descended into civil war and chaos. The year 68-69 became known as 'The Year of the Four Emperors' as, after Nero's suicide, Galba, Otho and Vitellius seized the throne in quick succession. When Vitellius emerged as the victor Vespasian took his chance.
It would prove a pivotal moment in Rome's history, stabilising the political and economic situation, and establishing the Flavian dynasty.

The Akkadian vocabulary itself has been relatively well disclosed in two major dictionaries, but the Akkadian language has not been been sufficiently studied and analyzed as a linguistic reservoir. The Etymological Dictionary of Akkadian presents a comparative and historical analysis of the entire Akkadian vocabulary in a systematic and comprehensive manner.

Akkadian is the oldest transmitted Semitic language (from ca. 2600 BCE till the end of the first millennium BCE) and with an extant textual corpus of ca. 10 million words it is one of the best documented languages of the ancient world, comparable to the Latin record until the 3rd century CE. Akkadian was the main language of the Babylonian and Assyrian empires and the lingua franca of the ancient Near East used, for example, by the Hittites and Egyptians in international correspondence. The Akkadian language is therefore crucial in reconstructing early Semitic historical grammar, and, due to its central role in a vast geographical and culturally diverse are over a long period of time, Akkadian is unequivocally important as the origin, receptor, and transmitter of both Semitic and non-Semitic loan and foreign words whose traces can, for example, be found in modern languages.

With dramatic increases in on-chip packing densities, routing congestion has become a major problem in integrated circuit design, impacting convergence, performance, and yield, and complicating the synthesis of critical interc- nects. The problem is especially acute as interconnects are becoming the performance bottleneck in modern integrated circuits. Even with more than 30% of white space, some of the design blocks in modern microprocessor and ASIC designs cannot be routed successfully. Moreover, this problem is likely to worsen considerably in the coming years due to design size and technology scaling. There is an inherent tradeo? between choosing a minimum delay path for interconnect nets, and the need to detour the routes to avoid "tra?c jams"; congestion management involves intelligent allocation of the available int- connect resources, up-front planning of the wire routes for even distributions, and transformations that make the physical synthesis ?ow congestion-aware. The book explores this tradeo? that lies at the heart of all congestion m- agement, in seeking to address the key question: how does one optimize the traditional design goals such as the delay or the area of a circuit, while still ensuring that the circuit remains routable? It begins by motivating the c- gestion problem, explaining why this problem is important and how it will trend. It then progresses with comprehensive discussions of the techniques available for estimating and optimizing congestion at various stages in the design ?ow.

Swedish filmmaker Roy Andersson's celebrated and enigmatic film Songs from the Second Floor, his first feature film in twenty-five years, won the Special Jury Prize at the Cannes Film Festival in 2000. The "songs" of the film's title refer to Andersson's artistic ruminations on the state of mankind from his office on the second floor of Studio 24 in Stockholm.
